Make effects auto scale

I don't really understand why effects don't auto-scale already

If I add effects such as inner shadows, drop shadows etc to an object why would I not want them to adjust proportionally if I resize the object or the whole drawing

Currently, if I have an illustration that I need to make half the size I need to resize it then go into every single effect and reduce many of the values by half just to get it looking how it did before
